The Brief
Challenge
The Bases Conversion and Development Authority manages some of the country's most ambitious development projects. Its annual report had to account for a complex year of infrastructure, investment, and public mandate — to government stakeholders and the public alike — without reducing it to a ledger of figures.
Approach
We organized the report around the idea of One Clark: many projects, agencies, and communities moving as a single effort. The structure moves from mandate to measurable progress, letting each initiative connect back to the authority's broader role in national development.
Design Solution
A clear editorial grid holds dense development and financial data in order, while commissioned photography of sites and communities grounds the mandate in tangible progress. A confident, institutional palette signals public accountability, and infographics translate large-scale metrics into statements a general reader can follow.
The Work
The BCDA needed its annual report to make a complex year of nation-building legible to government stakeholders and the public at once.
